What is Scrum of Scrums

The Scrum of Scrums ceremony works by having a representative or “ambassador” from each Scrum team and then having all representatives meet at an agreed time and place. It is up to the team on who their representative would be: it could be the team’s technical lead, their Scrum Master, or their Product Owner. There are varying arguments as to who would be the best representative for the Scrum of Scrums meeting:

1. Just as how development team members are the only ones who speak during the Daily Scrum, a development team member – also known as a technical contributor – should represent their team in the Scrum of Scrums. Technical contributors are in the best position to discuss and understand issues surrounding the product in development. They have the expertise and experience needed to answer any feedback, questions, or comments from other representatives.

2. Scrum Masters can use the Scrum of Scrums meeting to coordinate with other Scrum Masters on all the impediments of the project. If the Scrum Master does attend the Scrum of Scrums, it might be better to be the second attendee and bring another technical contributor to do the actual coordination. If they work in a SAFe implementation and they are the Release Train Engineer, they should also be part of the meeting.
