In Robert Galen’s Effective Scrum Product Organizational Patterns article, he cited that The Product Owners should collaborate on the Scrum of Scrums level and have a “Chief PO” who will aggregate the various Product Backlogs. This Lead PO should be part of the meeting to represent the work across the various teams.
The general rule of thumb is that the attendee of the Scrum of Scrums meeting should be able to effectively convey their team’s updates and address the concerns of the other team representatives.
It is worth noting that just like the Daily Scrum, the Scrum of Scrums meeting is not a status update meeting, but a meeting for the different teams to ensure that they are on the same page and to collaborate on how they can help and support one another.
